Transportation Improvement Program (TIP) Public Comment Period and Transportation Improvement Program Call for Projects

The Mesilla Valley Metropolitan Planning Organization (MPO) has open a call for projects for the upcoming 2024 to 2029 Transportation Improvement Program.  Please see the call for projects letter.

The Mesilla Valley Metropolitan Planning Organization (MPO) has an open public comment period on a TIP amendment.

The Public comment period will end on February 6, 2023.

Please feel free to comment at one of our public meetings. Those are Technical Advisory Committee (TAC) on February 2nd, at 4 pm at the Dona Ana County Government 845 Motel Boulevard in the Board of County Commissions.  Or at Policy Board on February 8th 1 pm at the Dona Ana County Government 845 Motel Boulevard in the Board of County Commissions.

MTP Amendment Public Comment

MTP Amendment 30 Day Public Comment is now OPEN.

Mobility 2045 is being amended with the Federally mandated Performance Measure 2 State of Good Repair and Performance Measure 3 System Reliability.

NMDOT has released their Performance Measure 2 State of Good Repair (PM 2) the report can be found at this link. PM2 has six categories that are monitored. They are:
1. Percentage of Interstate pavements on the NHS in Good Condition
2. Percentage of Interstate pavements on the NHS in Poor Condition
3. Percentage of non-Interstate pavements on the NHS in Good Condition
4. Percentage of non-Interstate pavements on the NHS in Poor Condition
5. Percentage of bridges on the NHS in Good condition
6. Percentage of bridges on the NHS in Poor Condition

NMDOT has released their Performance Measure 3 System Reliability (PM3) the report can be found at this link. PM 3 has five categories that are monitored. They are:
1. Two measures to assess system performance: a. Percentage of person-miles traveled on the Interstate System that are reliable
b. Percentage of person-miles traveled on the non-Interstate National Highway System (NHS) that are reliable

2. One measure to assess freight movement: a. Truck Travel Time Reliability (TTTR) Index

3. Three measures to assess the CMAQ Program: a. Annual Hours of peak-hour excessive delay per capita (applies to El Paso Metropolitan Planning Organization (EPMPO) planning area only)
b. Percent of Non-Single Occupancy Vehicle (SOV) travel (applies to EPMPO planning area only)
c. On-Road Mobile Source Emissions Reduction (applies to EPMPO planning area only)

The Policy Board will take action on these items at there February 8th meeting which will be held at the Dona Ana County Commission Chambers 845 Motel Blvd. at 1 pm.

In person comments can be made at the following meetings Policy Board January 11th meeting which will be held at the Dona Ana County Commission Chambers 845 Motel Blvd. at 1 pm.

The Bicycle and Pedestrian Facilities Committee (BPAC) meeting on January 17th which will be held at the Dona Ana County Commission Chambers 845 Motel Blvd. at 5 pm.

The Technical Advisory Committee (TAC) meeting on February 2nd which will be held at the Dona Ana County Commission Chambers 845 Motel Blvd. at 4 pm.

NMDOT Call for Projects

The New Mexico Department of Transportation has opened a one-time call for projects for Carbon Reduction Program (CRP), Transportation Alternatives Program (TAP) and Recreational Trails Program (RTP).  Please see the CRP Program guide and application form for qualifying projects. Also, please see the RTP TAP guide and application form for qualifying projects.

Please have all project applications delivered to the Mesilla Valley MPO TIP Coordinator Dominic Loya via e-mail dloya@las-cruces.org  at the close of the business day on Friday January 27, 2023.

After receiving the applications, the Mesilla Valley MPO will review the applications and schedule a meeting between the applicant and NMDOT District 1 for a review of the application and to have the Project Feasibility Form signed.  The applicants will then present to the two Mesilla Valley MPO advisory committees and the Policy Board.  The first presentation will be at the Policy Board meeting on Wednesday February 8th, 2023 at 1:00 pm for preliminary rankings. The second presentation will be at the Bicycle and Pedestrian Facilities Advisory Committee (BPAC) for ranking and recommendation on Tuesday February 21st, 2023, at 5:00 pm.  The final will be at the Technical Advisory Committee (TAC) for ranking and recommendation on Thursday March 2, 2023, at 4:00 pm.  The applicant will need to be available to answer questions for the final ranking and approval at the Special Meeting of the Mesilla Valley MPO Policy Board on Friday March 3rd, 2023, at 1:00 pm.   All approved projects will then be forwarded to NMDOT for consideration before the final deadline of Friday March 10th, 2023.
